Description of problem:
Downstream Brokers are crashing and failing

Version-Release number of selected component (if applicable):
v3.11.0 tag

How reproducible:
Always

Steps to Reproduce:
1. Install Openshift 3.11 with Ansible Service Broker
2. Try to run an APB

Actual results:
APB repeatedly crashes

Expected results:
APB finishes running successfully
