This is OSP14 tracker for failing Tempest test RolesV3TestJSON.test_implied_roles_create_check_show_delete caused by outdated mod_wsgi package (https://bugzilla.redhat.com/show_bug.cgi?id=1466799) included in current OpenStack deployments.

Until mentioned issue is resolved, the full Tempest test suite for OSP14 can not completely pass, ever.

The current mod_wsgi expect fully http complaint response codes, however keystone (part of the api document) not always follows the best practices. newer mod_wsgi allows this behavior.

The RHEL bug is Verified and targeted for RHEL 7.6.  Once we have 14 moved to RHEL 7.6, this can be verified.

Since first 7.6 puddle for OSP14 was released, this test is passing.
