Description of problem:
rhceph-rhel7 container builds fail to build in OSBS. The error is "LABEL must have two arguments"

Version-Release number of selected component (if applicable):
containers/rhceph-rhel7 in dist-git, 46ddc3429a6ee280ac0c6d4f39d31517061b7277

Steps to Reproduce:
1. rhpkg container-build --scratch --repo-url ...
2. observe build results from OSBS

Actual results:
OSBS build fails with "LABEL must have two arguments"

Expected results:
OSBS build succeeds

Moving BZ to VERIFIED state as container image has been built successfully.
