Previously, the NetApp driver ignored the size argument when a user requested a share from an existing snapshot. As a result, users did not get shares of the requested size. With this update, the NetApp driver creates shares according to the size argument that users specify.

Description of problem:

NetApp drivers don’t create share of requested size when creating from snapshot in Newton. 

The customer/reporter tried to create a share from snapshot from Horizon (manila-ui) and the Flexvol size is the same size as the original snapshot on ONTAP.
This bug has been fixed upstream and the fix has been backported to driverfixes/newton.
The fix is present in RHOSP 11, 12, 13 and beyond, but is missing in 10.

How reproducible:


Steps to Reproduce:
1. Create a share A of size 'x' 
2. Create a snapshot A1 of share A
3. Create a share B of size 'y' from snapshot A1

Actual results:

manila claims that the size of share B is 'y', but the size on the backend (ONTAP FlexVol) is 'x'.


Expected results:

The size of the ONTAP FlexVol must be 'x'
