Steps to Reproduce:
1. Enable public images for ec2
2. Add an ec2 provider
4. Wait for refresh
3. Go to Compute -> Cloud -> Providers -> Select added ec2 provider -> Summary view

Actual results:
Proxy error and error in evm.log

Both of the following have been merged:

https://github.com/ManageIQ/manageiq-ui-classic/pull/4447
https://github.com/ManageIQ/manageiq-ui-classic/pull/4448

And should resolve the issues that we are seeing mentioned in this ticket.

Verified in 5.10.0.14. Both dashboard and summary view work for EC2 with public images enabled.
