Description of problem:

OVS+DPDK compute deployment is failing due to group directory permissions

How reproducible:
Permanent


Steps to Reproduce:
1. follow director install steps
2. run overcloud_deploy.sh script
3. wait for stack complete.
4. look at overcloud_install.log, 

Actual results:
Ansible Overcloud configuration failed.
failed, check log at /var/lib/mistral/ddad4e1c-70de-43c5-8e5a-db494d269346/ansible.log


Expected results:
Overcloud COMPLETE
