Description of problem:
This is a fork of following bug -> https://bugzilla.redhat.com/show_bug.cgi?id=1485189

Deployment of OSP12/13 fails in 2 cases:
- undercloud endpoints are encrypted with self-signed SSL and certs are not pushed to overcloud via  inject-trust-anchor-hiera.yaml
- overcloud provisioning network has asymmetric route to undercloud (spine/leaf architecture, or external router on provisioning)

How reproducible:
every time


Additional info:
This issue even though can be worked around affects a lot of deployments in a field and general UX experience of the product.
To simplify the consumption we suggest to change get_endpoint_for_project default from publicURL to internalURL
