Here's a simple template:
heat_template_version: rocky

Create a stack with a random created network:
$ openstack stack create -t template.yaml --parameter network=$network stack1
Find the created port and delete it:
$ openstack port delete $port
Mark the resource in Heat:
$ openstack stack resource mark unhealthy stack1 port
Recreate the port
$ openstack stack update --existing stack1
If the port appears again in the port list, it's done.
