Description of problem:

Add refresh button on migration page

Version-Release number of selected component (if applicable):

5.9.4.2 (Red Hat CloudForms 4.6) 

Steps to Reproduce:

1. Login to the CloudForms operational portal

2. Create infrastructure mapping and migration plan

- Navigate to Compute -> Migration -> Create infrasture mapping -> Save

- Navigate to Compute -> Migration -> Create infrasture mapping -> Migrate

Actual results: There is no option/button for a refresh of the migration plan.
