Description of problem:

after upgrading kernel kernel-4.17.9-200.fc28.x86_64 i have problem when I start up the system i give error "Faild to start Load Kernel Modules."
 and "see 'systemctl status systemd-modules-load.service" and when i check systemctl status it shows "static" after all I just downgrade to kernel kernel-4.17.7-200.fc28.x86_64 and it's work nice

I get the same failed to start kernel load modules service fail here:

[autopsy@localhost ~]$ uname -a
Linux localhost.localdomain 4.18.0-rc8 #1 SMP Sun Aug 5 14:34:20 MST 2018 x86_64 x86_64 x86_64 GNU/Linux
[autopsy@localhost ~]$
[autopsy@localhost ~]$ cat /etc/fedora-release
Fedora release 27 (Twenty Seven)
[autopsy@localhost ~]$


I cannot figure out what is causing it to not load kernel modules service from systemctl.

HP Envy m6 laptop with two monitors attached in join display modes on Fedora 27.

Wait this might be due to not finding vboxdrv.ko cause it isn't built for his running kernel yet.

We apologize for the inconvenience.  There is a large number of bugs to go through and several of them have gone stale.  Due to this, we are doing a mass bug update across all of the Fedora 28 kernel bugs.
 
Fedora 28 has now been rebased to 4.18.10-300.fc28.  Please test this kernel update (or newer) and let us know if you issue has been resolved or if it is still present with the newer kernel.
 
If you have moved on to Fedora 29, and are still experiencing this issue, please change the version to Fedora 29.
 
If you experience different issues, please open a new bug report for those.
