The Gtef library has been renamed to Tepl, but the gtef package is still present in Fedora. Tepl is packaged by Fedora too. Gtef in Fedora is no longer used by any other package, so it can be removed to avoid problems in the future with mass rebuilds for example. Note: I'm the upstream maintainer of Gtef/Tepl.
