Description of problem:
On 04/08/2018 fedora modules stopped working correctly. dnf module list returns "Nothing to show." instead of the modules table, like if there were no modules available. dnf repolist shows these modularity repos:
*fedora-modular     Fedora Modular 28 - x86_64               23
*updates-modular    Fedora Modular 28 - x86_64 - Updates     227


Version-Release number of selected component (if applicable):
Fedora 28

dnf --version
2.7.5

dnf install fedora-repos-modular
Package fedora-repos-modular-28-3.noarch is already installed, skipping.



How reproducible:
Not sure, it worked correctly until somewhere around 04/08/2018. Reinstalling fedora-repos-modular does not help.

Steps to Reproduce:
dnf install fodora-repos-modular
dnf module list 

Actual results:
Nothing to show.

Expected results:
Table with available modules.
