Description of problem:
ODL + OS fails at step 5 because OF pipeline validation check fails because of table 17 flows missing.

OSP13

How reproducible:
Sometimes

Steps to Reproduce:
1. Deploy OSP13 with ODL

Actual results:
Deployment fails at step 5.

Expected results:
Deployment should not fail.
