Steps to Reproduce:
1.Add vsphere provider(added vsphere6-nested)
2.Add independent nonpersistent disk to Vm
3.Resize the the added disk

Actual results:
It should work

no error

The issue is only with Powered on Vms. 
It works fine with powered off VMs

Adam, we think this is a limitation in vmware.  Can you verify that?

This is correct, you cannot extend an independent - nonpersistent disk while the VM is powered on (called hot-extend).  If you try with the vSphere client you get the same error message.
