Description of problem: the Octavia Amphora QCOW2 file location changed from /usr/share/rhosp-director-images/octavia-amphora.qcow2 to /usr/share/rhosp-director-images/x86_64/octavia-amphora.qcow2 due to efforts in multi-arch. As a result of that, when installing OSP13 overcloud with Octavia enabled the image isn't uploaded to overcloud Glance. Users cannot create load balancers.

multi-arch support interaction and should be easy enough to get fixed up for director images.

we got fixes in should be in next build director-images and rhosp-release packages
