KDE/Plasma 4.14.38-6.fc28

How reproducible:
get a 4k monitor and use Plasma/KDE on almost any Linux distributions

Steps to Reproduce:
1. start Kate or konsole 
2. and type in some characters 
3.

Actual results:
strange lines appear on each row

Expected results:
clear text output

The problem has to do with a wrong calculation of scale computation, sitching back to 100% sloved that isse.
