updated system-administration-guide (as a .git within a zip file)

Description of problem:

Guide for Fedora 28

In perusing the guides for Fedora 28, I found them with many grammar errors, from missing commas, misspellings, run-on sentences and poor grammar.
Where sentences were better corrected within an *.adoc, I did that correction to the *.adoc file. I am not able to produce a diff file.

But I am attaching my updated git file for the system-administrator's guide.

Documentation writers guide update

I added a few rules to the documentation guide. To explain the differences between
in and into,
on and onto

on topic or about a topic.item.

information on was revised if it was:

information about or
 information describing or
 information explaining
 information concerning.

Another rule

"see" vs "refer to"

if the link is within the document, I edited it to be see
If the link was to a website or external to the document, I replaced see with "refer to".

I'm closing this bug as part of a Bugzilla cleanup effort. The most likely reason is that the bug has been opened either against a component we no longer publish, or against Release Notes for an EOL release.
