Description of problem:
Only 1 vcpu can be enabled in guest when acpi is disabled.
1) Set maximum vcpu to 8, can't reproduce
2) Set maximum vcpu to 32, can reproduce
3) Set maximum vcpu to 64, can reproduce

Steps to Reproduce:
1. Prepare a guest with 64 vcpu and acpi disabled:

2. Start guest

3. Check guest vcpu:
# virsh vcpucount rhel7-min 
Maximum    config        64
Maximum    live          64

# virsh vcpucount rhel7-min --guest
1

4. Check dmesg in guest:
[    0.000000] smpboot: Allowing 1 CPUs, 0 hotplug CPUs



Actual results:
Only 1 vcpu is allowed in guest when acpi is disabled.

Expected results:
Step 3: There should be 2 vcpus enabled in guest
Step 4: It should be "Allowing 64 CPUs, 62 hotplug CPUs"
