The state is not imported from initramfs in installer in latest rawhide. It seems import-state.service is missing in the image, I can see initscripts package missing in /root/lorax-packages.log of the installer image.

Anaconda does not depend on initscripts explicitly, perhaps some transitive dependency that used to pull the package into installer image has changed?

As a consequence some network configuration use cases are broken.

Seems that there was some dependency clean-up and we will have to require initscripts for installer image in lorax template.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
