The state is not imported from initramfs in installer in latest rawhide. It seems import-state.service is missing in the image, I can see initscripts package missing in /root/lorax-packages.log of the installer image. Anaconda does not depend on initscripts explicitly, perhaps some transitive dependency that used to pull the package into installer image has changed? As a consequence some network configuration use cases are broken. Fedora-Rawhide-20180812.n.0

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle. Changing version to '29'.
