Description of problem:
Deploy ODL + OS with IPv6 tunnel endpoints. Create a v4 neutron network, attach a VM and ping its FIP. PFIP is not pingable.

OSP13

How reproducible:
Always

Steps to Reproduce:
1. Same as in description.

Actual results:
FIPs are not reachable.

Expected results:
FIPs should be reachable

Since IPv6 is not a supported RFE in ODL OSP13 (it will be OSP15 RFE), changing priority to medium.
