targeting to 4.3 for now but we'll probably have it for a 4.2.z

This bug has not been marked as blocker for oVirt 4.3.0.
Since we are releasing it tomorrow, January 29th, this bug has been re-targeted to 4.3.1.

Verified on ovirt-engine 4.3.5.3-0.1.el7.
VMs now provide browser VNC console.
Steps to reproduce:
   1. have a running VM
   2. click on 'Console' drop-down button
   3. choose option VNC Console (Browser)
