Description of problem:
Event Monitor, Refresh Worker, and connection broker doesn't change values after being saved in the UI

Version-Release number of selected component (if applicable):
5.9.3

How reproducible:
Always

Steps to Reproduce:
1. Change values for Event Monitor, Refresh Worker, or connection broker
2. Save
3. 

Actual results:
Values revert back to default

Expected results:
Values are saved from changes

Additional info:
Seems to be soley a UI bug as the Advanced Config appears to show the saved changes.
