Description of problem:
The user portal does not include the option of the user to power off a VM.  If there is a hung VM, the user must contact the administrator to power off the VM.  Current configuration includes start, suspend, shutdown, and reboot.

The option to power off a VM was last in RHV 4.1.

Steps to Reproduce:
1. Login to the VM Portal as admin@internal

Expected results:
The user of the VM should have the ability within the portal to Power Off the VM without contacting the admin. 

Additional info:
In the user portal in RHV 4.x, the icon for powering off a vm was a plug.

When user tries to shutdown the VM, confirmation dialog appears and there is also Force option (that is the same as Power off in webadmin).
