Patch that adds a -b option for binding to a desired interface.

Description of problem:
On multihomed hosts, broadcasted WOL packets are usually not sent on the correct interface. Instead they are sent on the interface that is connected with the default gateway.

How reproducible:
always

Steps to Reproduce:
1. run wol on a multihomed host attemting to wake another host which is NOT on the same net as the default gateway.

Actual results:
depends on routing setup

Expected results:
Ability to specify the correct interface

Additional info:
Given that the latest release on upstrem (http://sourceforge.net/projects/wake-on-lan/) is from 11 years ago, i'm assuming that the upstream project is dead.
Therefore, I provided a patch here.

I have F28 (and reported this bug against it), so:

Please trigger a build for F28. Otherwise I cannot test it.
