Description of problem: After deploying just undercloud with RHOS14 and configuring tunneling to the VM, browser and curl gives an empty response and shows upstream (owl) favicon in the browser

How reproducible: 


Steps to Reproduce:
1. Deploy undercloud
2. Replace local IP address with FQDN of the hypervisor in /var/lib/config-data/puppet-generated/tripleo-ui/var/www/openstack-tripleo-ui/dist/tripleo_ui_config.js 
3. Restart tripleo_ui docker container
4. Add http/https services and port 3000 on the firewall
5. Enable ssh tunnel to forward port 443
6. Go to hypervisor's fqdn in a browser

Actual results:

Empty page is presented with upstream favicon

Expected results:

Downstream login page should be presented

Jason, can you please advise if that's something we did wrong considering containerization effort or it's a valid bug that needs to be solved first?

Similar failure upstream for the minimal quickstart configuration. I imagine it's related to the containerization effort but I believe it is possible that it's a real bug.

If this is fixed in brew - should we set the bug to MODIFIED?

This passed with 9.20 and should pass with 9.26
