Description:

Customer has some issues when the instance rebuild using different image failed.
upstream has a patch related this(https://bugs.launchpad.net/nova/+bug/1750618).
so Customer wants to apply this patch on RHOSP 10.

The regression was introduced in this change, which was backported to Newton (OSP10):

The fix was backported to Ocata (OSP 11):

This is now built in brew.
