Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
User story: I want to increase memory for candlepin/tomcat/java, and make it persistent. But adding relevant config to custom-hiera.yaml and running installer does not restart tomcat, it just changes the config..

Steps to Reproduce:
1. ps aux | grep java | grep tomcat
2. echo 'candlepin::java_opts: "-Xms1024m -Xmx8192m"' >> /etc/foreman-installer/custom-hiera.yaml
(here I assume the option hasn't been there yet)
3. satellite-installer
4. ps aux | grep java | grep tomcat


Actual results:
4. shows the same process like 1, with previous java opts


Expected results:
4. to show new process with the java opts applied

These particular java_opts are now part of the tuning profiles. As well, configuring via custom_hiera and restarting installer will restart tomcat in current release.
