Description of problem:
When installing the latest multi-arch rhosp-director-images builds, all of the old overcloud-full packages are removed and none of the old IPA images are removed


Version-Release number of selected component (if applicable):
13.0

How reproducible:
Always, but especially with 3 old versions installed

Steps to Reproduce:
1.Install OSP 10, 11, 12 rhosp-director-image packages (this installs -ipa for each as well
2.check installed package list -- should be 2 per release

Expected results:
there should be a rhosp-director-images package for both OSP 11 and 12 installed, but were removed by the update

The OSP 10 -ipa package should have been removed

Additional info:

The first issue is that the rhosp-director-images rpm lost it's "installonlypkg" provides so the old versions were removed.

The second issue is that there is no meta -ipa package in 13 to cause the old -ipa package to get cleaned up.
