The issue is seen on: osp14 -p 2018-08-21.2 I believe this has been fixed upstream at [0], I've looked at the stable/rocky branch upstream and the change is there as well. Now, downstream I don't see that change in the networking-ovn's "rhos-14.0-patches" branch, so perhaps it hasnt' been sync yet ? In any case here's a backport [1]. Moving it to ON_QA then.
