The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Could you provide more information?
Such as which package are you using, and which versions?
And why file this issue in virtio-win component? Are you using the qxl drivers in virtio-win package? If yes, I'd like to say that it's expected as virtio-win is not responsible for qxl distribution. virtio-win package only contains the old qxl drivers for winxp/7/2008R2.

I tried rhv-guest-tools-4.2-7, it seems there are only drivers for win10,win7, xp, 2k8R2, but no for win7/server 2012.

Move to spice component to see if they support win8/2012.
