Description of problem:

mingw-qt fails to build against updated mingw-openssl 1.1.0h.
It's most likely that the easiest way to fix this is to
synchronize the mingw-qt package with qt from Fedora.

mingw-qt-4.8.7-8.fc30

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.

Automation has figured out the package is retired in Fedora 31.
