+++ This bug was initially created as a clone of Bug #1622494 +++

L2pop mechanism driver may may cause race condition during migration from Legacy to HA router and that may be the reason of not cleaned open flow rules and not reachable Floating IPs after migration.

It was found during checking of failing migration tests on OSP-12 reported in https://bugzilla.redhat.com/show_bug.cgi?id=1539638 but it may happen also in other OSP versions.
