If you run this: tail --bytes=+1313 /usr/lib/firmware/liquidio/lio_23xx_vsw.bin > elf readelf -aW elf it is clear that this a compiled Linux kernel. Yet no source code is provided, and /usr/share/licenses/linux-firmware/LICENCE.cavium does not contain a reference to the GPL license.

Is it practical for Fedora to build the FOSS parts of this firmware from source?
It is possible to build the FOSS parts of this firmware. However, the resulting binary cannot be used as a replacement for the firmware that we publish to the linux-firmware repository because it is a combined software consisting of both opensource and Cavium proprietary applications, as explained in the license.
This message is a reminder that Fedora 27 is nearing its end of life. On 2018-Nov-30 Fedora will stop maintaining and issuing updates for Fedora 27. It is Fedora's policy to close all bug reports from releases that are no longer maintained. At that time this bug will be closed as EOL if it remains open with a Fedora 'version' of '27'. Package Maintainer: If you wish for this bug to remain open because you plan to fix it in a currently maintained version, simply change the 'version' to a later Fedora version. This was resolved upstream on Oct 18. We need to do a new snapshot build and update the package to get the corrected license pushed out.
