Description of problem:
There is a feature that enables reaching the provider using proxy. For that one needs to set the proxy in the Advance tab of Configuration. The GCE does not seem to respect that settings as there are no lines in the proxy access log when the proxy is configured and GCE provider refresh executed.

This happens for both versions of CFME 5.9 as well as 5.10.

1. Configure CFME to use proxy to reach GCE
