Description of problem: libpcap since version 1.9.0 lists %{_libdir}/pkgconfig/libpcap.pc as part of its main package rather than the -devel package. As a result its install or update pulls pkgconfig packages. Version-Release number of selected component (if applicable): 1.9.0 How reproducible: Always. Steps to Reproduce: 1. Have an old installation of Fedora 28 or 27 (not updated). 2. as root: dnf update libpcap Actual results: Installing: * libpkgconf-1.4.2-1.fc28.x86_64.rpm * pkgconf-1.4.2-1.fc28.x86_64.rpm * pkgconf-m4-1.4.2-1.fc28.noarch.rpm * pkgconf-pkg-config-1.4.2-1.fc28.x86_64.rpm Expected results: Do not install these packages. Additional info: This bug has already been fixed in master (rawhide) and F29, just please backport the same change to F28 and F27.
