This update improves the way director and ceph-ansible enable Ceph in an overlcloud where dmidecode is not available on a compute node. Prior to this update, calling for dmidecode on a node where it was not supported could cause Ceph enablement failure.

When enabling Ceph in an overcloud with ppc64le nodes failes in the collect node_uuids due to unconditionally calling dmidecode which isn't supported (or installed) on ppc64le compute nodes.
