Description of problem: /etc/localtime is still not a symbolic file to a file under /usr/share/zoneinfo with RHOSP13z2. Version-Release number of selected component (if applicable): puppet-timezone-4.1.1-1.el7ost.noarch How reproducible: Everytime Steps to Reproduce: 1. Deploy Overcloud with Infrared or QE's jenkins which includes ~~~ parameter_defaults: TimeZone: 'Asia/Tokyo' ~~~ 2. 3. Actual results: /etc/localtime is still not a symbolic file. Expected results: /etc/localtime is a symbolic file to a file under /usr/share/zoneinfo. Additional info: In overcloud image, /etc/localtime is a symbolic file to 'America/NewYork'. During overcloud deployment, the issue happens.

I've tested the fix and it isn't complete, moving back to ON_DEV
