This is still an issue with the package. It doesn't seem like the package owner Ryan Rix has been active in the past couple of years, unfortunately. The weird thing is that it only needs a rebuild: I downloaded the SRPM from https://dl.fedoraproject.org/pub/fedora/linux/releases/28/Everything/source/tree/Packages/c/cowsay-beefymiracle-1.0-9.fc28.src.rpm and did an `rpmbuild --rebuild` on it. The resulting RPM installed with no issues. It looks like that's because Adam Williamson fixed this bug two months ago in the source tree, and generated a new build for Fedora 29. https://koji.fedoraproject.org/koji/buildinfo?buildID=1132061 Perhaps he'd be kind enough to build for F28 as well?
