Description of problem:
When trying to download the deployment plan from the ui, when you try to save the file, the download fails.

Version-Release number of selected component (if applicable):
openstack-tripleo-ui-7.4.7-1.el7ost.noarch


How reproducible:
100%

Steps to Reproduce:
1.Go to "All plans" page
2.press the kebab of the plan you want to download 
3.press on "export"
4.right click and press "Save link as..." on "Download Export" page
5.select a place to download and save 

Actual results:
the download immediately fails

Expected results:
the download should complete successfully
