Description of problem:
Minor upgrade to RHV 4.2.6 is failing with below error:-

[ ERROR ] Failed to execute stage 'Environment customization': Please update the Setup packages

Package rhvm-setup-plugins is not being updated as a part of setup packages with command:
# yum update ovirt\*setup\*


Version-Release number of selected component (if applicable):
rhvm-4.2.6.4-0.1.el7ev.noarch

How reproducible:
Always

Steps to Reproduce:
1. engine-upgrade-check
2. yum update ovirt\*setup\*
3. engine-setup

Actual results:
[ ERROR ] Failed to execute stage 'Environment customization': Please update the Setup packages


Expected results:
Minor upgrade should be successful.

Additional info:
Manually update package rhvm-setup-plugins allows successful upgrade:
# yum update rhvm-setup-plugins

ok, upgrade without trouble from 4.2.1.2 to 4.2.7.2
