Description of problem:
At Xfce -- Applications -- Settings -- Appearance -- Icons -- Fedora
you can see an exclamation mark icon at its right hand side on Fedora 28 (with gnome-icon-theme-legacy package installed) and 29 (without the aforementioned package).

Everything else works as it should. It is only a visual thing as far as I can see.

Version-Release number of selected component (if applicable):
$ rpm -qf /usr/bin/xfce4-appearance-settings
xfce4-settings-4.13.4-20.fc29.x86_64


How reproducible:
easy, 100%

Steps to Reproduce:
1. install/start Xfce desktop session on Fedora 29
2. go to Applications -- Settings -- Appearance
3. go to tab Icons

Actual results:
exclamation mark icon next to "Fedora" icon shown

Expected results:
no warning message

Additional info:
The tooltip of the icon is: 
Warning: this icon theme has no cache file. You can create this by running `gtk-update-icon-cache /usr/share/icons/Fedora/` in a terminal emulator.


I run that command as root to no avail.
A workaround is to create a symlink:
$ sudo ln -s /usr/share/icons/Mist/icon-theme.cache /usr/share/icons/Fedora/icon-theme.cache

Close and reopen the 'Appearance' menu. The warning icon is gone.

This happens in Fedora 28 as well. One of the reasons for icon-cache not updating is icon file names having spaces.

This is not an xfce4-settings issue though. I will re-assign this.

This message is a reminder that Fedora 29 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora 29 on 2019-11-26.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
Fedora 'version' of '29'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.
