Description of problem:
Flash message is not displayed after ordering a catalog item.

In 5.9, after ordering a catalog item, the following flash message is displayed:
'Order Request was Submitted'

In 5.10, the flash message is not displayed.

Actual results:
No flash message is displayed

Expected results:
flash message saying that the order was submitted should be displayed
