Description of problem: When installing openshift it always fails for CSR not found

 Play:     Approve any pending CSR requests from inventory nodes
     Task:     Approve node certificates when bootstrapping
     Message:  ^[[0;31mCound not find csr for nodes: master1.example.com, master2.example.com, master3.example.com 

Version-Release number of the following components:
rpm -q openshift-ansible
rpm -q ansible
ansible --version

How reproducible:

Steps to Reproduce:

Actual results: Fails for CSR not found.

Expected results: Shouldnt have failed.

Additional info:
Please attach logs from ansible-playbook with the -vvv flag
