The "Manage Account" item on web console links to Prod Registration

Steps to Reproduce:
1.Log in openshift web console
2.Click the user icon on the top-right corner of the page
3.Click "Manage Account"item in the dropdown-toggle

Actual results:
3.One new page is navigated to "https://manage.openshift.com"

Expected results:
3.The new page should be navigated to "https://manage.stg.openshift.com" after click the "Manage Account"item
