Latest Fedora delivers 3.6.1 version. Upstream released 3.7.0 on 2018/09/10 (See: https://trac.osgeo.org/geos/)

When you have free time, please upgrade it.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to 31.
