Description of problem:
I'm getting 404 for /javascripts/bastion/angular-i18n/angular-locale_en.js on content hosts details page on reload


Version-Release number of selected component (if applicable):
satellite-6.4.0-14.el7sat.noarch


How reproducible:
always


Steps to Reproduce:
1. Hosts -> Content Hosts -> <some_host>
2. Open browser's developer console (in Firefox it is F12) and switch to tab
   "Network"
3. Ctrl+R


Actual results:
2 requests with 404 code appears for https://<fqdn>/javascripts/bastion/angular-i18n/angular-locale_en.js

Maybe this is not connected, but after Ctrl+R step (compared to step 1 when I came to the page) icons at "Katello Agent: not installed" and "Subscription Status: Unentitled" disappears.
