Description of problem:
All upstream patches are running 'successful' smoke, but are not getting any votes.

Version-Release number of selected component (if applicable):
master/release-5.0 etc.

How reproducible:
100%

Steps to Reproduce:
1. Send a patch
2. See for smoke test email, but no vote.

Actual results:
No vote from smoke

Expected results:
Smoke job should vote

This should be fixed now. Apologies for the mistake. It was a voting error on the clang-format job.
