python2-lcm is needed by lcm-devel. Can we get rid of this dependency?

I don't know much about lcm, I have never used it and only inherited this package by a kind of accident. I would guess that lcm-devel will work with python3-lcm if we tell it at build time to expect the Python 3 copy of the libraries instead of the Python 2 ones. I'm not sure.
