Description of problem:
Remote region operation "shutdown_guest" fail with "Invalid System Authentication Token specified"

Version-Release number of selected component (if applicable):
5.9.3

How reproducible:
very reproducible for the same vms on customer environment

Steps to Reproduce:
1. set up vmware provider
2. set up two regions, one central, one using the vmware provider.
3. generate multiple vms in provider
4. issue power off request from the classic ui for multiple systems from the central region

Actual results:
some of the vms will be affected by this issue and end up with the shutdown task repeating and failing with "Invalid System Authentication Token specified"

Expected results:
No authentication error in the remote shut down of guests.
should this error happen, this should not be re-queued as the auth will only keep failing...

Additional info:
customer is also affected by bz#1599754 (same environment)
