1.2GB was fine for RHEL7.5 - flagging as regression.

Installation is possible after increasing to 1.4GB.

Well, Dracut can't do anything about this, it just creates the image, what is inside is decided by external sources. Let's try lorax. But I am still not sure who should deal with these issues.

There isn't anything lorax can do about this without someone suggesting things to remove from the boot.iso rootfs image. The reality is that over time things get larger as we add more features and tools, installing is almost always going to require more memory than running a minimal system.

One workaround is to mount things from nfs instead of the boot.iso

Anaconda is usually where we document the minimum requirements for installation.

As said in the comment 7, it is expected the OS getting bigger. Closing this bug.
